If you are asking about the Facebook app by RIM, you need the data plan for BlackBerry and not a regular mobile data plan. You need the BlackBerry data service to use RIM/BlackBerry apps.

Ask your mobile service provider. BlackBerry data is usually in place of regular data, not in addition. That is, if your service provider supports BlackBerry.
