Unhappy Issue with Blackberry Personal Software

I added my boss to BPS 2 weeks ago and had to re-add him because after EA sync some of his emails were saying there was some issue with the service book. I tried to resend the sevice book and it didn't change anything. When I deleted his account out of BPS and waited until the server updated, after I added it using the Wizard selecting Wireless as the mode of sync and set the password for the EA sync I was getting the follow message from BPS even tho I had hot stared EA sync yet.

IT Policy Status: Pending
IT Policy Status Message: 70 Processing Stopped: Invalid PIN

Of course when I do attempt to do the EA sync nothing happens. So I deleted his account again (this was 2 weeks ago) and set him back up his BIS account (which I disabled before doing the EA that last time). Now it's the same story when I wipe his phone, disabled his BIS account add him to BPS I get the same message appearing and I have not even attempted to th EA sync, the phone isn't plugged in there.

How do I fix this??

I can't tell where the issue is from the description.

Typically 70 Processing Stopped: Invalid PIN policy status means that you assigned different IT policy to a user rather then Default one before activation. Misleading yes, but should not stop you from activating.
