Default Question: new calendar item not syncing issue

I am a blackberry administrator and have 14 users all using 7100i's. One user is having an issue I cannot resolve hopefully you have some suggestions. When a new Calendar entry is put into the blackberry in an area that has low or no signal. The new entry does not sync with his outlook calendar. Even when he has moved back into an area with full signal. We are syncing with a BES Server using the latest BES Software. So far I have deleted the user profile from the bes server and recreated it. I have wiped the handheld and reloaded the software. I have tested this issue on several other blackberries and cannot repeat it except on this one 7100i. Hopefully some one can help me.
