You probably have an IT Policy on you device that forces a password....you can't disable it.
I'm assuming you bought a used BB? If so, do a search for 'remove it policy' and you should find a few threads about how to remove that.
If your BB is work-supplied, you're probably SOL as it's probably company policy to force the password.
