Just because its located under Mobile network, doesn't mean it shouldn't affect other things.
Its the most logical place for Data Services, as most of the time you really want to make sure its not doing data on the mobile network.
I imagine its a service book thing that controls that wi-fi is also a data service and should be stopped when data services are turned off.

Its just an opinion, of course, but I'd still class it as a bug. As the OP has pointed out, there are most definitely valid reasons to want
mobile/cellular data turned off, while still leaving WiFi data connected. On the other hand, I'd really love to hear the "reasonable explanation" for the way it is. If you don't want data flowing over WiFi - turn off WiFi - simple! I can think of no circumstances where you'd want WiFi connected, but prevent data from flowing over it - can you?
