I can't believe it I actually found the answer to my own question on Rogers.com FAQ. The below codes probably only apply to Rogers (other providers would most likely offer this but have different codes) but I thought I would share. Here is the code to Busy/ No Answer Transfer (includes busy, no reply & out of reach)

To cancel: # 004 # SEND
To reactivate: * 004 # SEND
