A close friend of mine asked if I had any spare phones because theirs broke and this is all I got. Will they be able to use it without a data plan on at&t?

Well since it's in the Kickstart/Pearl Flip section, I assumed I wouldn't have to say which phone.

And I just did a search (I know, search comes first but I was in a hurry) and people are saying yes.

Yes, you can use it without a data plan. However, ATT now checks devices by IMEI and will likely add a data plan to your account when using a smartphone. It's a new policy. So, the answer is technically, yes, but in reality, no.
