Default Lock to Tower / Carrier / Speed?

All -

Is there a way (command/setting/application) to tell an 8820 to lock to a tower? I have a user that is in a fringe area who often jumps between edge/GSM and several carriers which makes his phone useless.

In my Treo (and other various phones) days you could lock to just GSM so it would stop looking for something better.
