I know this has been discussed before, but I have not found it resolved anywhere.
My daughter recently lost her Curve 8520 on Vodafone, so I bought her a second hand Curve 8520 that was on Orange, and had it unlocked.
The SIM card details now show as Disabled for all options.
Prior to unlocking, the phone was updated with the current version of OS.
The phone can be used for Internet, email and BBM, but will not make or receive calls or texts.
I have contacted my provider who have confirmed the the IMEI is not blacklisted, but because the SIM works in another Vodafone Blackberry they say that the fault is with the handset and will take it no further as it is an Orange handset.
I have Registered the handset in the Host Routing Table, and the phone shows Vodafone UK at the top instead of SOS, it also shows EDGE with a good signal.
When you try to make a call you get "Call Failed" with three sets of three beeps.
I'm not sure what else I can do. Vodafone did get me to remove the battery and SIM while the handset was on.
It sounds like it may have a restrictive IT Policy on it, preventing the texts and calls.
Check out this thread - Remove IT Policy - BlackBerryFAQ - and see if it will help remove it.

Thanks for the reply, but there is no reference to an IT Policy in my Security Options, or my Advanced Security Options either.
I don't know if it helps, but under Services Status, Mobile Voice has a status of not available, BIS and BES connection is Wi-Fi, Mobile Network is EDGE, Provider vodafone UK.
Just a thought, but does data use a different antenna to sms or voice? Maybe mine is faulty.
I tried to manually select the network, and when I selected Vodafone, it warned me that only SOS was available, but it still showed EDGE and Vodafone at the top of the screen (instead of SOS like it does for the other networks).
I will see if I can try an Orange SIM in it later to see if it is a locking problem, even though it says it is unlocked.
Well, putting in a Orange SIM made no difference. So I decided to call Orange customer service to see if they could see if the phone was blacklisted.
I explained that I had bought it secondhand, and they confirmed that it was blacklisted, but they said that they would take it off the blacklisting. The told me to take the battery out and put it back in again and it should be ok.
I did this with the Orange SIM in, and it was ok. I could make calls. I replaced the SIM with my Vodafone one, but it still had the same problem, no calls or texts.
I don't know if it takes time to propagate the blacklist removal or if they have managed to make it so that it will only work on Orange. I will give it a bit of time and try again.
