Problem with that is the tours don't have the advanced options to create exemptions.

Thank you for your help bdsguru. However, those instructions are for the Curve, not for the Tour. And those instruction for the Curve require selecting the command "exceptions". I have not found this anywhere on the Tour.

I'm beginning to think one can't do what I am trying to do on the Tour. Seems like it should be trivial. I was able to do this on my old Moto Q from 3 years ago.
