It is a shortcut to tell your bb to dial the local international code. Useful when you travel abroad. If you are in France and want to call the US you would have to dial 00 before 1 and the US number.

ohh, ok, that is why i could not call a number on my BB when i did not have the country code in front of i then i guess.
