WHat happens if you dont delete the vendor.xml file, when installing the new O.S??

If the OS is released by and downloaded from your carrier, nothing.

If from a different carrier other than that branded on your device, it just likely won't load to the device since the vendor.xml basically tells the OS to only load on certain devices from that carrier.
