Default Vibration Levels

I believe they meant there's nothing you can do to increase the vibration level other than have the volume set to high in the sound settings.

I don't have any problems with the vibrations when I have it holstered on my hip. I have a leather case that I purchased from VZW. If its in a coat pocket, its useless.

That's correct. There's nothing you can do. I had this happen on an 8320 Curve. I noticed that if it was upside down then the vibrate was stronger. The only thing that can be done is to replace the vibrate motor or replace the device.

My Curve has the strongest vibration of any phone I've ever had. If it is less than what it was when you first got it, that would bug me. And it could go out all together, never know. I'd replace it.

The vibration on my Curve is also one of the strongest that I have had on a phone as well. Since the OP has only had their phone for a month, I recommend that he/she have the phone replaced while it is still covered under the one year warranty period.
