We have BES 4.1.6 running and would like to set up a new policy to enforce password lockout on BB after 1 minute. I'm not sure where to start, any pointers would be greatly appreciated.

In the IT policy that applies to your users, under Device Only Items. There's also Password Policy Group that may be of interest also.

On the BES under the explorer view highlight Servers and go to the global tab>edit properties>highlight IT Policy and under IT Policy Administration is where you would modify the policy for the password.
