Absolutely sure. My wife and I PIN and use BBM (which also uses the PIN infrastructure) to keep in touch when she's traveling domestically
and internationally. PIN's are routed through RIM's network -- hence the requirement for a Blackberry data plan. They're not handled by your carrier. That is, except to get to/from a Blackberry to/from RIM's network. However, your carrier has no way of segregating PIN messages from all other Blackberry data. Make sure you're composing a PIN and not an SMS or MMS.
