Set Maximum Password Attemts not working

We have BES 5.0 managing a number of BB Bold (9000) devices running 4.6 firmware. We have an IT policy that sets the maximum password attemts to 5. The policy is applied to a group and all members belong to that group.
After the policy was deployed, I checked on the BB under Menu->Settings->Options->Password and can see that the number of password attempts is set to 5.
In my test, I lock the BB and then attempt an unlock. On the first attempt, I enter a bad password and I get "Incorrect password!". On the second attempt, I get prompted to enter the word "blackberry" and when that is completed, I am prompted with "Enter Password (2/3)".
This seems wrong to me. It should be saying "(2/5)" at this point. Since I know I have 5 attempts allowed, I enter it wrong on this pass and the next one.
I should have two more attempts available to me. But I don't. The device is wiped and shut down after the 3rd failed attempt.
What am I missing? This is happening on all of the BB devices I manage. Since I only have the BB 9000 devices, I don't know if this is unique to that model.
