No BIS over HSDPA, only over GPRS?

Right, I started a thread asking how exactly BIS works but some prat shat it up so I never actually got an answer. Now I've started encountering an oddity and I'd like to know what's up.
At my workplace BIS coverage used to be fine (i.e the BB logo shows up in homescreen). Recently though, when I'm connected to HSDPA (3G icon in homescreen), I don't have BIS. BIS shows up as 'not connected' in status, no BB logo in homescreen, and I'm unable to send or receive BBM messages. Only when the HSDPA signal drops low and I switch over to GPRS do the BBM messages start rolling in, and my outgoing messages icon change from clock (delivering) to tick (sent) in BBM. Strangely while in GPRS mode the BB icon doesn't show up in homescreen even though BIS is 'connected' in status.
What on earth is going on? I know it's not a regional problem because when I go home (about 10 klicks or so away, it's not a big country) BIS over HSDPA works just fine. It's only at my particular workplace that the service is extremely spotty.
I've now forced 2G only. I'll deal with the slowly speeds if it means I can use BBM. Phone has been reset many times.
