Problem when set gateway

I am developing hotspot system like chilli. One of our feature is allow user to set his gateway as any ip. By default, When device connect to our system, it send arp to discover gateway. This work properly with PC, MAC, IPhone, Symbian but Blackberry is not. It do not sent any thing to our server (I use a wireshark to sniff packets).
I don't know why it happen like this in Blackberry, and I have no tool to debug in Blackberry device. T.T
