nope, its just not part of the firmware. (and not part of the OS software).
Because relatively few networks operate UMA (3 that I know of, Orange UK Rogers, Canada, and T-mobile US) RIM only enable UMA on handsets made for those networks.
Also a UMA handset from one UMA enabled network will not work on another UMA enabled network.
