Cannot manage redirection after upgrading to BES 5.0.2

We upgraded recently from 4.1.7 to 5.0.2 for Exchange. Since doing so, it appears that alot of our users cannot manage the redirection of their folders from either their blackberry, webdesktop manager, and we can't do it from the server.
When i try to manage their redirection from the BAS, i get the following error.
The enablement process has not completed. Once complete, the redirection folders will be available.
Has anyone seen this in their migration?
On a side note, we fixed the problem by moving the persons exchange account from one mail server to another to get rid of any corruption. Once the account was moved, the user could manage their redirection again. I want to know why this happens, if there is another solution to fix everyone at once. I really don't want to move every persons exchange account around to fix a blackberry problem.
