Cannot create account

I bought a new (closed box) Blackberry Bold 9000 about 2 years ago. There is an “at&t” printed on it, its opening shows AT&T symbols, but it was sold as "unblocked". (I checked the SIM card and it is really unblocked). Since then, it was used with an at&t card (when in the USA), and later with the services of a Brazilian provider.
Recently I tried to activate the data services with the Brazilian provider and the message I receive is: "Cannot create account: Your BlackBerry® Internet Service Account is suspended or deactivated. Please contact your wireless service provider at 08007410041."
My Brazilian provider doesn't know what to do. A consultant from Blackberry in Brazil says that AT&T must reset the pin at the Blackberry server. At&T says this phone should be used linked to an At&T account to have their support. Who should be really able to offer support to this plan?
