No. It allows you to put a version of the BlackBerry OS released by another carrier onto your BB. It doesn't unlock it, or change the branding. It doesn't do much of anything.

Only if your carrier will provide an unlock code. BBF will give you one for a fee, if you are interested.

from what i read though, it doesn't completly unlock the BB?

Or am i just not reading it properly?

From our FAQ: How do I unlock my BlackBerry? - BlackBerryFAQ

Unlocking allows you to use any carrier's SIM for voice and SMS. You will need to cancel your BIS plan with your current carrier before you can add BB data however. You may also need to tweak some settings, depending upon the carrier.
