No it isn't normal.
Generally, assuming no hardware fault with the device itself, rapid decline in battery is caused either by running applications that continually hit the network, or a failing battery.
If you've had the battery a while, generally run it all the way down before chargning, leave it is a hot car, etc., then the battery is what I would suspect first.
So, rule things out one by one: Make sure you shut down all running apps that can be shut down. If you have third-party apps that can't be shut down (i.e. they run in the background and there's nothing you can do about it) then uninstall those apps for the purpose of testing. Then see what happens.
If your battery is still running down, try a borrowed battery that is known to be good, or buy one. Or, you may choose to do this straight away.
Also, make sure the battery contacts and terminals are clean and not corroded. Make sure the battery fits tight in the compartment such that the battery contacts maintain contact with the terminals on the device.
If you have rulled out software, ruled out bad battery, then suspicion falls on the device itself.
