Can not send email from besadmin

I am not sure what I am trying to do is the right way to do this. I have BES running on 2003 and I want to migrate users to BES version 5 running on 2008 Windows. I want to migrate users one at a time. So, I installed BES 5 on 2008 server, created an account called BES5admin (not besadmin, because besadmin already exist). I did follow the documentation to the letter (I think I did). Every time I was asked to do something with besadmin I replaced it with bes5admin and I went. My issue is I can not Activate my BB. During the activation the BB phone sends an activation email message to the BB Infrastructure which forwards the message to the email address this works because I get the email in test mail box. The next step is BB server sends an acknowledgement and encryption information to the BB phone, this is where it fails, I can not send out an email from bes5admin. This is where I am stuck. Help please.
