There is an unfamiliar symbol on the upper right of the screen next to my wifi symbol. It looks like the cross hairs of a sniper rifle? What is this for?

you can not turn it off

in 9900 location service is on / off

in 9930 location service is on / E911

You can't turn of E911 Only ,but you can change "Location On" to E911 Only. That's required by regulations for emergency purposes.
