No, it won't be. There is no SIM card for all of the EU. Each country has their own providers, and you would be charged roaming in any country besides the one from which the card was purchased. Further, not every country allows BlackBerry usage on pay as you go, which is what your wife would have to use as she cannot legally sign a contract in the EU.
Therefore, you add up the cost of purchasing a SIM card in each country (usually €10) plus enough topup credit to activate the line and get BlackBerry data service (€10-20), possible roaming charges, etc., and you are looking at probably €200 (approx. $275) per month minimum.
The best thing I can suggest to you is to get your wife a laptop and use Skype over WiFi.
