Environment: Exchange 5.5 SP4
BES: v3.6 SP3 (3.6.3.17) running on Windows Server 2000 SP4

Problem: Cannot add any users with mailboxes residing on a particular Server in our org. I cannot reboot the Exchange Server at this time.

When we try to add a user we get a popup dialog box:
Title: BlackBerry Enterprise Server Management
Description: Failed to add user Smith, John to the BlackBerry Server. Unable to open mailbox for user. The user's mailbox may have been deleted. ("OK" button).

and an application Event warning:
Event ID: 20000
Source: BESManMMC
Type: Warning
Description: Failed to add user Smith, John to the BlackBerry Server. Unable to open database for user

Was a permissions problem, that Site was overlooked.

Security issue; your BES Admin account needs to have read/write access to the user's Exchange server.

Hello all-Just discovered these forums. YAY!

I have this same issue mine however is not a permissions thing. I am having a hard time adding a user and get the same message.

I am able to add other users on the same server. This happened after an Exchange crash.

Any thoughts? I can use the command line permission tester with no issue.
