Ya its not in there. I have uninstalled and reinstalled a few times. And have even used the program to remove the OS from blackberry and re-installed from scratch.

Cingular decided to be B@$$tards with the latest AT&T/Cingular 8100 OS. They hide BBMaps in an effort to get you to pay for TeleNav. But you can beat them... All you have to do is search the LBS.alx file with a text editor for the exclude tag and remove the vendor ID of 102. Save the LBS.alx file and reconnect the 8100 to Desktop Manager.

While you're in there, you can also 86 the PTT crap if you don't use it. Similar process in the Platform.alx file. FYI, this was covered in another thread here:

Already edited .alx's can be found here, including the LBS.alx. To do it you need the Desktop Manager and the OS installed to the PC. Links to download the OS's are in the thread, too.

So I already have to latest software and have the new file in there. What do I need to do after I install do this? Do I still need to delete vendor.xml and download/install the new OS even though I already have it?

Plug in the BB, open Desktop Manager and run Application Loader. It will appear as though there are no changes but go all the way through the application loader steps until it says finished.

Replacing the Blackberry.alx will add all the vendor themes. This is fine, just be aware that it uses more memory space.

That's a fine idea. I use Google Maps and TeleNav. Rarely BBMaps.
