Welcome to the forums. You've come to the right place. Here's what to do:

How do I wipe the BlackBerry using Jl Cmder? - BlackBerryFAQ

What to do next if Jl Cmder will not connect and wipe - BlackBerryFAQ

Try it with the battery removed? It's rare that you can't get the above methods to work, even with the battery removed.

The second method almost always works. You need Desktop Manager installed to your PC as well as the OS for your device.

Hi and Welcome...If you want to install OS you must first install RIM OS on your computer. After install go in: C:\Program Files\Common Files\Research In Motion\Shared\Loader Files directory. In that folder create new folder with name: 8700 OS. After that enter in system folder whos have a name like 8707-v4.1.0.355_P3.1.0.17 and copy all files from them to your new folder with name 8700 OS. Then go 2 steps back in Research in motion folder and enter in AppLoader directory. In that directory delete file with name VENDOR.xml. After that starts your Desktop Manager, connect your BlackBerry and click on app loader. Then will start insatllation of your OS.

alenh, thank you. The user asking the question is using an 8700c (his profile states), so he/she won't have a folder named "8707....".

The link I offered has complete step-by-step instructions.

DO NOT get impatient and disconnect the device! You will have to start over! I have heard it can take 40 minutes plus so be PATIENT!!!
