Email Notification and Quick Actions?

We use a modest Intranet web application for simple workflow such as IT support, vacation requests, etc. We can notify users as to the detail of the request via email. We use Exchange 2003 and BES 4.0. However, we would like to give the users the ability to quickly respond to the notifications in order to close the issues or accept ownership of the issue. We would prefer not to expose the Intranet to the outside world. We considered polling a response emailbox but the mailto links on the BB are limited and we don't want to open up POP3 services on the mail server.
Any thoughts as to how we might do this?
