I'm on Bell and have been trouble roaming in the United States. Anyone else notice this?

I am on Bell also, and have service both in Vermont and Florida, no problem. I haven't but my friend has done California, the whole Eastern coast with also no problem. There is a lack of digital service in some parts of Vermont and a few areas of Florida, but the analogue services is there if not great.
