How do I get my full companies Outlook contacts to sync with all BBs registered with our BES?.....

It's unclear what you want to to.
Do you want to push the Exchange GAL to all of your BlackBerry users' devices?

I was thinking more of just the Contacts listing in Outlook. I think the GAL has extra entries including mailing lists and conference rooms....if the only way to do it is with the GAL, I can try that instead, but it is preferred to use only the Contacts..

No no no... you shouldn't be syncing ANYTHING from the GAL to the BlackBerry.
(It's also not possible with BES alone. You'd need third party software to do it.)

BlackBerry users should be using the 'Lookup' feature of the address book in their device to query the GAL. There's no need to have anything stored locally on their device.

Okay. Thanks for the info. This was a task from my boss, courtesy of the CEO....I think he wanted it because our contact list has changed quite a bit recently with a ton of new hires he doesn't know how to contact....

Okay...so my boss doesn't care. He wants the GAL to sync with all BBs, even if we have to use 3rd party software to do it...do you know of any, or how to just make our BES do it?...

You should speak to your boss, and explain that BES doesn't do what he wants it to do, and for good reason.
After you've explained why he shouldn't do it... and when he makes the mistake of forcing you to do it... you should look into something like this:
