So just out of curiosity I went to Alltel's website to see their plans and what phones they offered and none of the NY zipcodes I entered rendered services in NY. So this leads me to ask the question, in what states can one use Alltel?

Southeastern states at this time. I believe they have plans to expand, but do not provide a timeline.

They have service there they just don't sell there services there as that is not part of their home or native network
