BESAdmin needs to be a local admin, I'm sure you can get around it if you want to but no one should know the BESAdmin credentials other than those who need it. The BES is supposed to be installed as the BESAdmin so the accounts needs rights for that as well.
Make the account a local admin and make it easier on yourself. If you ever call RIM for support and they check permissions you will have to change it to be in a supported configuration.
But if you can get it working without a local admin go ahead and do it. I would just make the account a local admin, simple enough.
