I'm trying to figure out how to forward her email from her Outlook when she is logged into her server. I tried using Rules and any email that comes in with her name listed should be forwarded to her BB account. But they don't arrive...I'm not sure if they are being forwarded or not.

Based on her company's use of a FOB and VPN they are obviously concerned about security (and rightly so). Exchange can be configured to not auto forward any emails outside the domain and I assume that is true at her company. While there are various MAPI desktop redirectors out there, their unauthorized use could get your wife terminated.
