I don't think people are reading the OP's question or know a whole lot about non-OTA installs:
Installing something through desktop manager does not mean you can't use the program on the internet if you don't have BIS. If you have a regular data plan, you can still use the app.
I'm on Sprint SERO but no BIS. I have Gmail, GoogleMaps, and OperaMini installed. They all access the internet fine. GoogleMaps does not store "on the device or SD card." It pulls maps just fine with any data connection (whether BIS or not).
For non-OTA USB cable installs, use desktop manager with these files (ALX/COD included):
