Where do I change the transfer rate on the BES?

(yes new to BES...sorry)

Not sure if you can on the BES.
My firewall can limit outgoing data, but then the BB's would get delayed messages at times.

What reason do you need the data stream turned down?

You can modify the "Flow control" under the MDS configuration of your BES to limit the data stream.

The maximum number of kilobytes that can be sent to the BlackBerry device for each BlackBerry MDS Connection Service connection.

It is not a rate control but a total limit on data through MDS.
