Devices on BES

So I have searched the forum and let me appologize if this has been posted but I couldn't find it.
So I have a BES with 184 user licenses, and 154 of those CALs in use. We use Groupwise and for the last couple of weeks, users have complained of not getting emails, calendar appts. ect. If take them out of the BES and re-activate them, all is good. Problem, then moves to another user and so I have to go through the same steps on the next device. Any thoughts on this.
