Policy Problems

I am on a BES and set up users the same all the time. We have been having issues with activating users. I noticed on the BES that we have a default user policy that I set each new user to when creating the account, I have notice that some of the users having issues are on a different policy but I can't seem to change it? I am new to the BES so I may not be looking in the correct place but when I got to policy and try to change it, the policy everyone is on is not there?? When I set up users I select Default policy then once activated and on the BES it is our Default Phone Policy but some users seem to be staying at the Default policy and that may be what's causing the issue.
