Is there a policy to block data that is not part of the BlackBerry data plan, ie only allowing browsing in BlackBerry Browser and email sync?

Yes:

Under "Service Exclusivity" tab you will find:

Allow Other Message Services = No
Allow Other Browser Services = No
Allow Other Calendar Services = No

This is on the Full BES. On BES Express, I don't think they are there.
