recently upgraded from 9700 to 9900. When I go to device options for contact list it lists my gmail account twice but not my outlook account to change to so I can sync with BB desktop. I only use my outlook account contacts. Outlook account show up for everything else and is active.

More detail may help. How did you perform the swap to the new BB. DM device swap?
Usually the process moves all the data.
