Does anyone know if the 7290 is being fazed out since the 8700 is not in circulation.

I can't see it at least not in the near future. With the release or 4.1 and seeing it's only being offered for 32MB+ devices I'd expect the 7230/7280 and 7730/7780 to be phased out with 7290 replacing those.
