Adding 8100 to BES issue

Up to this point, all of the deveices we've added have been standard Blackberry devices. But today I got an 8100 to add.
Everything was fine through activation, but we force passwords so once the policy was sent, I need to create a new password for the device but no matter what I try it says "Invalid Password Sequence was entered".
I think I remember reading something about smart key problems like this, but I forget what the solution was.
