Yup, you have to usually set a .htaccess file up as well to send the proper MIMEtypes for .cod, .jad and .jar files. I have a free webhost that allows this -- it's klunky (compared to running your own), but here's something I did for a fellow having problems installing a JAR from another site:

(those are some free world time clock apps under the 'ota' folder). You can steal my .htaccess contents on this server, they're not protected (boooo! security hole):

(remove the extra blank lines) If you want some free space, the host isn't that shabby -- they have a webUI for file editing, FTP access, and other slightly more advanced features for some free web - including PHP, of course.
