How do I find the version # of the OS software on my BB 8703e? What is the latest version?

Go to Options > About on your handheld.

The version will most likely be 4.1.x.x or 4.2.x.x

You can find out the latest version for a particular provider and handheld by going to BlackBerry Operating System Downloads - BlackBerryFAQ

Looks to me like the current version for the Sprint 8703e is 4.1.0.384

Looks to me like the top one is the most recent (i.e., it has a higher version number). Which version does your BB have currently?
